According to the publishers of Consumer Reports magazine, there is no legal definition of or standards for "biodegradable," Most define the term as a degradation caused by biological activity, leading to a significant change or breakdown in the structure of the material.
The Federal Trade Commission has just begun to define what is biodegradable in their Green Guides. A guide meant to help marketers avoid making environmental claims which are misleading or not accurate. The Green Guide states that products which are biodegradable will completely decompose no more than one year after customary disposal. But even the FTC and others acknowledge that products appropriately-labeled as biodegradable may not break down easily if they are buried under a landfill or are otherwise not exposed to sunlight, air and moisture, the key agents of biodegradation.
